Chairman and Chief Executive Officer
Ken Picache serves as Chairman and Chief Executive Officer of River Parishes Construction Materials LLC. Mr. Picache is also the Managing Partner at Chelan Advisors LLC, which he established in 2004. Chelan is a privately funded investment vehicle that targets a broad range of direct equity and debt investments in operating assets, portfolios and joint ventures.
Prior to River Parishes Construction Materials LLC, Mr. Picache held senior positions and led investment strategies of institutional funds and family offices.
Mr. Picache graduated with a BS in Foreign Service from the Walsh School of Foreign Service at Georgetown University.
Mr. Picache has served on the Boards of Directors of a variety of companies throughout his career.
Chief Operating Officer
John Ohle serves as Chief Operating Officer of River Parishes Construction Materials LLC. Mr. Ohle is also the Managing Partner at Kensington Capital Advisors, LLC, which he co-founded in 2007.
Mr. Ohle is an experienced senior managing consultant with a demonstrated history of working in business turnaround and the real estate industry. He has been noted for his skills in contracts, negotiations, management, strategic planning, budgeting, and sales.
Prior to Kensington, Mr. Ohle was a Partner at Kensington Law Firm and a Principal of Dumaine Consulting Group, which provided tax and management services to its clients. Previously, he served as a Regional Director at Bank One.
Mr. Ohle began his career at KPMG where he was promoted to Senior Manager at the Washington National Tax office. He ran the advanced estate planning group and the software modeling groups at KPMG.
Mr. Ohle graduated with a BSM in finance and marketing from the A.B. Freeman School of Business at Tulane University. He also received his MBA from the A.B. Freeman School as well as JD from the Tulane University Law School. Mr. Ohle has taught Certified Public Accountant continuing education classes, courses to prepare financial professions for the Certified Financial Planner exam, and numerous legal continuing education classes.
Director of Business Development and Government Relations
Mr. Monica serves as Director of Business Development and Government Relations for River Parishes Construction Materials LLC.
Prior to joining River Parishes Construction Materials LLC, Mr. Monica worked in the petrochemical industry for more than 20 years. He has also served as Louisiana State Representative, two terms as St. John Parish President, and a term on the St. John Parish Council.
While serving as State Representative, Mr. Monica initiated and enhanced relationships with local, state, and executive leaders; worked closely with pro-business interests to pass legislation critical to a strong economy and workforce; and carried legislation that improved the safety and well-being of residents. Mr. Monica was appointed to House Commerce, Insurance, Judicial and Special Veterans Affairs Committees.
While serving as Parish President, Mr. Monica was Chief Executive Officer of St. John Parish, working closely with his directors to set departmental goals, implementing action plans and ensuring goal achievement. Mr. Monica built relationships locally, statewide and nationally to secure public and private investments in St. John Parish.
With decades of experience in the River Region, Mr. Monica has a proven track record as a business development professional.
Marion Rapier serves as Comptroller of River Parishes Construction Materials LLC. Mrs. Rapier is a Certified Public Accountant with 25 years of experience. Born and raised in New Orleans, she attended Brenau Women’s College in Gainesville, GA and earned a Bachelor of Science in Accounting.
Over the last 25 years she has worked in industry and public accounting in various roles from staff accountant at Ernst & Young LLP to CFO at Holy Cross School. In addition, she has served on the board of directors for Oil and Gas and Investment related family entities and the NO/LA Angel Network.
Over the years she has worked closely with the board of directors for the companies she worked with as well as participated in business plan development, debt and equity fundraising and restructuring and related due diligence.
Marion launched her own firm in 2015 that provides outsourced controller services to various industries including construction, manufacturing, oil and gas, retail and information technology.
Borrow Pits Operations Manager
Joe Spivey serves as the Pit Operations Manager for River Parishes Construction Materials LLC. In 2008, Mr. Spivey began operating the Willow Bend pit. Following Katrina, Willow Bend produced and delivered more than 25,000 tons per day.
Mr. Spivey has been in the construction industry for over 25 years. He is originally from Douglas, Georgia and re-located to Louisiana in 2006.
Kerryl Spivey has been the Officer Manager of the Willow Bend pit since 2008.
Mrs. Spivey has worked in construction-related business offices for 21 years. She is married to Mr. Spivey and is originally from Colin, Georgia.
